What that has meant is that this is not. the first time that Puerto Ricans are. experiencing this unreliable access to. water. Tens of thousands of Puerto. Ricans have been experiencing it for. months. People are desperate. Yesterday, the chair of the water authority's board. resigned. The governor is facing. backlash and protest. People are saying.
