'DECIDING MODE': Trump mulls major decision on Iran as he heads to UN General Assembly

How do you see it? >> Well, I think the president actually has. a more sustainable and clear policy and. strategy to articulate than he had a few. months ago. Uh we are in a strangulation. policy right now. The blockade is. working. Everything Scott Bessant is. doing is working. My understanding from. White House officials is we are getting. 10 to 15 million barrels per day out of.

the straight of Hormuz every night. That. is incredible when you think about where. we were a few months ago. That's why. you've seen the Iranians through their. proxies escalate in the Red Sea. The. Houthis attacking the Saudis, the Iraqis. militias attacking Saudi infrastructure. as well. That's where the risk premium. is coming in. But at the same time, my. understanding is gasoline shortages. continue to increase. The regime is very. scared of the people having a major. uprising. They don't want to cut off the. subsidies. So, they're rationing.

gasoline and that is putting major angst. inside the society. So, I actually think. the president has time on his side. What. he doesn't have right now is an answer. to the political question on our. strained refining capacity in the United. States, which is sending diesel through. the roof, gas prices being high, and. weeks out of a midterm election, needing. to do something more on the domestic. scene to address the gas price issue. >> Let me get to two things. I mentioned JD. Vance a moment ago. We're looking at him. earlier in the week. He was talking. about getting out of the Middle East and. why that would be a bad idea. And maybe.

that's a bit of a foreshadowing for the. president's decision. Listen to this. What I would say to anybody who's. frustrated right now is the alternative. here, which is the United States. effectively says to the Middle East, you're on your own, would mean. necessarily a worldwide energy crisis so. long as the Iranians keep on shooting at. shipping, which we know that's exactly. what they would do. So the the other. thing we know next week here in New York. is the president's going to meet with. all these Gulf nation leaders, UAE, Qatar, Bahrain, Kuwait, Oman, Saudi.

Arabia and also the Iranians are going. to be here in New York and they've been. issued visas and here's the statement we. got last night from the State Department. consistent with our host country. obligations. The core delegation from. the Iranian regime will be able to. attend UN General Assembly high level. week. The delegation will be under. travel restrictions and will face. prohibitions on the purchase of luxury. and other goods per our policy. And then. this last line here, Rich, the. delegation is smaller than last year. There's a reason for that. Many of those.

leaders perhaps are now dead. Go. >> Well, two things to the vice president's. point. Listen, the world is looking to. us right now for energy supply. We are. changing the global dynamic long term. once this war is completed. What we do. need to do is seize opportunities, work. with those Arab leaders and Israel to. change the face of the Middle East. through energy infrastructure. connectivity that bypasses Hormuz that. obviously leads to normalization and. regional integration. Here at home, reversing decades of policies of.

shutting down refineries, using this. moment to drive through new authorities, new laws, new regulations to reopen and. modernize and expand our refining. capacity while Democrats have been. shutting it down on Peski and and Tim. Listen, th this is the head of. a of a delegation that's trying to. assassinate the president. So, if he's. coming to defect, he's coming to uh. offer terms of surrender, that sounds. good. Otherwise, you know, we're kind of. legitimizing an illegitimate regime. here. >> It's going to be a very interesting. week. And then you got President Xi from.

Assembly this week and the conflict. expected to top the agenda as usual. President Trump's going to be talking. about Iran, his quote deciding mode, that's where he is on Iran, saying very. big things are coming. US Ambassador to. the United Nations, Mike Waltz, joins us. now. Ambassador, this is your big week. Thanks so much for stopping here first.

What is the president indicating when he. means what could be some of the things. that he could be referring to? It's the. president's big week, Brian. And. [laughter] uh. >> but he comes to visit your territory. >> Yeah. Fair. Fair. Well, his hometown. But um look, you're going to hear a few. things, right? Number one, he's always. open uh to talks. He's always open to. diplomacy. He's always open to crafting. some kind of peace deal. Uh but the. Iranians have to come to the table with. good faith. And we have to know that. they're actually speaking for the.

Ayatollah. We've seen now time after. time we come to an agreement and then. they go back to Tyrron and between the. IRGC and the civilians and others and. the religious clerics they end up. backing away or pulling the rugs out. from under it. >> So good morning. president is Zalinski out of Ukraine. Zalinski says their diplomatic momentum. on the Russian invasion of Ukraine. Uh. that could be a big deal. Uh this. meeting with the president he says could. change a lot. >> After that, the president heads back to. DC to host a summit with Chinese. President Xi Jinping. They are expected. to talk trade and AI as well as. Beijing's close relationship with Iran. >> And you've got the Iran war looming. large over all of this. The president. saying he's nearing a decision on. whether or not to resume bombing. The UN.

So, President Trump will head to New York. City today. He's expected to speak at. the United Nations General Assembly. tomorrow on the sidelines of that event. He's set to speak with Gulf leaders amid. new escalation in the Middle East today. The British military says that an. unknown projectile hit a tanker today as. it entered the straight of Hormuz. The. New York Times reporting that after a.

call with the crown prince Muhammad bin. bin Salman and Saudi request for US. military help this weekend, the. president alerted the Pentagon to. prepare for air strikes against the. Houthis and then called off that strike. midday yesterday. Trump telling Fox over. the weekend, quote, "We're in constant. communication with them. They don't want. to fight us." Trump there referring to. the Houthis. But it comes as the. administration faces continued pressure. over the continued escalation with Iran. Democrats say that the war has made the. US less safe and more expensive.

>> I think it's absolutely vital to the. well-being of our country that we end. this war in Iran. And it's getting. worse, not better. >> US ambassador to the UN, Mike Waltz. appearing on Fox earlier today, pointing. to the economic situation in Iran. >> Inflation is soaring. Their foreign. currency reserves are near zero. Their. uh ability to subsidize even gasoline. and they have these uh gasoline. subsidies for everyday Iranians gone and.

now we're seeing they can't even pay. many of their government workers and. some elements of their military. >> While in New York, President Trump will. meet with other world leaders. Ukrainian. President Wimir Zalinsky posting online. that he spoke with the president. yesterday and that the two will meet. Also tomorrow, Denmark, Greenland, and. the US are set to sign this new. Greenland deal, which will give. Washington permanent access basing and. overflight rights, and it would also ban. non-NATO bases there. Well, President. Trump posted online saying that this. would give the US permanent control over.

Greenland. Since those comments, Greenland and Denmark have both. responded, saying that this would not. compromise Greenland's sovereignty. House Armed Services Committee, begins. our week here, uh, sir, and thank you. for being here. Uh, good morning to you. So, the president over the weekend. suggested he was ready to bomb the. Houthies in Yemen, then pulled back. against it, uh, at the last moment.

What's behind that. >> in terms of strategy with regard to. Iran? >> Part of that strategy is to look at. there's an agreement between Saudi. Arabia, Pakistan, and Turkey. and they. need to be looking at that agreement and. saying how are they providing for the. common defense of each other as they. agreed to do. That's part of it as the. president also said he is in. communication with all sides of this. >> I want to play for you sir what um. Democrat Senator Peter Welch said. yesterday just about the Iran war, the. posture that the US has there and.

whether this is sustainable. Listen. here. >> I do think the war has to end. It's. doing enormous harm to us here uh in. Vermont and in the United States. By the. way, the Iranian regime is an. ideological regime. They'll punish their. people and they'll let their people. suffer indefinitely. >> What do you think about his point? >> I think he's right about them being. ideological regime. Uh the the IRGC, they will probably fight until they have.

nothing left but stones to throw. That. being said, the Iranian people have to. be the ones that say this can't be our. future. He made another comment saying. the world is less safe. There's nothing. truthful about the world being less. safe. President Trump very literally. destroyed their nuclear stockpile, their. navy, their air force, every capability. that they have. The only card that they. held was the straight of Hormuz. And. they don't even hold that anymore. In. the last two months, President Trump has. moved 2,000 ships through the Straight.

of Hormuz, a billion barrels of oil. Iran has literally moved nothing off of. their shores because they do not control. their shores or their sky. That is a. safer world. I would make one other. quick point on this because remember, everybody is at the United Nations this. week. They're supposed to be all about. peace, global peace. What President. Trump needs to make clear there is that. it's the United States of America that's. defeating Iran. It's China that's arming. Iran. It's the United States of America. that's working to defeat Russia on. behalf of Europe and NATO and Ukraine.

It's China that's working to arm Russia. That is the the juxiposition. >> How deep does that assistance go in. Thrron on behalf of Beijing? >> Targeting certainly you have uh China. very likely providing targeting. Uh. China is absolutely continuing the. funding of Iran because uh not by sea. but by land. Iran is working to export. oil. Not easily. It's not an easy thing. for them to do, but they are able to. accomplish getting some of their oil out.

through land routes. So, they're funding. Iran still to this point. They're. providing them with components for. drones and ballistic missiles and other. weaponry capabilities. And that is the. point that I was just making. The United. States is working towards stability for. the entire Gulf, for the region, for. getting this global supply route of oil. out of there. China is working to arm. the entity that wants to bring that to a. >> and would you also agree that China and. Russia are not going to allow us to end. this war in Iran? >> They will do everything possible to. prevent that from taking place and that. is what that alliance does. China,

Russia, Iran, previously Venezuela. President Trump will probably meet with. Deli Rodriguez also at the UN but that's. now turned to United States favorability. there. United States relationship but. that's the difference of what's going. on. United States working for peace, working for things that better the. globe. China working to say where can we. partner with these countries to cause. more chaos, cause more destruction. >> Yeah, the Russians have started to make. clear that they intend to do everything. they can to jack up diesel prices and. make it hard domestically in the US. Uh.

President Zalinsky says that he spoke. with President Trump. They're going to. meet in New York amid what looks like a. an imminent potential escalation on that. front. Listen to this. Oh, excuse me. It's a full screen. He. says there are ideas for deescalation. steps and for addressing fundamental. security issues, energy security, food. security, the protection of human life, we're working together with the American. team and ready to take serious steps. Um, if the Ukrainians are trying to take.

serious steps toward deescalation after. what we saw with this massive drone. attack on Moscow, what should the US be. asking of Russia to do at the same time? I think the two steps of deescalation. have to be this. Number one, Russia. saying they are retreating towards. Russian borders. Ukraine saying as you. move towards your borders, we will. recognize that and we will not shoot you. in the back. We will not attack you on. the way out. That would probably be the. most fundamental deescalation that has. to take place. And Russia is realizing.

increasingly, especially this past week, that Ukraine has the capability to. strike inside Russia proper. And and I. think it will ultimately be the case of. what brings them to that retreat. But not a drop of Iranian oil uh is. coming out and we're seeing the results. of Operation Economic Outcast uh led by. Scott Bessant, our Treasury Secretary. >> So Ambassador Walsome over the weekend. on Sunday on CNN, foreign policy on full. display all week long. Now, President. Trump will head to New York later today. At this time tomorrow, we will have his. speech to the UN General Assembly in New.

York City. All this happening as he. weighs his next steps in the conflict. with Iran. And we're only learning now. that the UK's maritime agency is. reporting that a tanker carrying. liqufied petroleum gas was hit by a. projectile in the street of Hormuz. To. what extent the damage? We are awaiting. word on that. Arcenio Dominguez is the. UN Secretary General of the. International Maritime Organization. Sir, thank you for your time. You're. outside the UN. Let's talk about two. things. Straight of Hormuz second, Bob.

El Mandde first at the uh that the. Houthies are now trying to control. The. president made a decision over the. weekend not to go after the Houthies and. Reuters is reporting earlier today that. the US president had a conversation with. the president of Yemen today. What does. that tell you about the fate of the Red. Sea and Babel Mandeb off the coast of. Yemen? Uh we already went through a very. difficult situations in the Red Sea with. the Houthies with nearly two years of.

attack on innocent sea feders and. shipping and it has been escalated in. recent weeks. Of course, not at the. level of where we were before. But what. is important is that the same kind of. conversations that are taken on the. global aspects of maritime security when. it comes to shipping need to take place. again in Barbe Mande. We all know that. by addressing and and and very much. interrupting these choke points for. international shipping, the global. population is going to suffer as well.

because of the impact on the economy. One of the challenges that we have when. it comes to the Houthies is that that. they are not really a country. They are. not a recognized party. So we have to. use different mechanisms in order to. actually engage with them, bring them. onto the table and make sure that. shipping again is not used as. collateral. But it's good that the. conversations are actually taking place. particularly with the government of. Yemen. >> Well, the Houthis and the government of. Saudi Arabia have been fighting a war. for 12 years. We'll see how that goes.

Meanwhile, in the Straight of Hormuz. Institute for the Study of War. characterizes it this way. Iran. continues to attack transiting vessels. using the southern route to give the. appearance that Iran retains some. control over the strait and the ability. to disrupt shipping. It likely assesses. these actions can still impact energy. markets. What is your read of that. statement and what's happening in the. straight of Hormuz now? What it's clear is that shipping is. still not able to operate in the way.

that it was doing so before the conflict. started. And ever since we actually. being impacted by not being able to. transport 20% of global oil, 19% of. liqufied natural gas, 13% of food. fertilizers for agriculture, and the. impact we'll actually be seeing in the. future, even though there are some. transits in the straight of our moose, it's very limited because we are nowhere. near the 135 vessels that on average.

we're transiting the straight in and out. every single day. the root causes of why. the straight of moose remains an area. where I recommend ships not to transit. It's because the root causes need to be. addressed and that's one of the key. messages that I'm bringing here to the. United Nations. They are beyond the. international maritime organization. >> On that point, sir, uh would you expect. the US and Iranian officials to meet. face to face in New York while they're. here?

>> What I'm looking forward is that the. negotiations continue. I always look. into the positives and there was a. memorandum of understanding that was uh. agreed by the two parties with the. assistance of other countries which. means that after many years of having no. negotiations there was a start of the. interactions and exchange that we all. required. So this is why if this is an. opportunity to any other opportunity, what is important is that the parties. come back onto the table and continue to. take on from where they left at the last.

time because some progress was actually. made and transit started to increase at. the time. >> We could use more as you I'm sure would. agree. >> Uh Arenso Dominguez, thank you for your. time. Ukrainian President Womir Zalinski where. this morning Trump appeared to put more. pressure on Russia to end the war in a. social media post after a massive. Ukrainian drone attack on Russia.

yesterday. And Trump will also meet with. Persian Gulf allies and attempt to bring. the war with Iran to an end, too. Trump. will also meet for the first time with. Britain's new prime minister as well as. the new leader of Venezuela, Deli. Rodriguez. Iran's president is also due. to arrive here in New York and speak at. the UN on Wednesday, the day after. President Trump's address. The Iran war. is loomed over the upcoming midterm. elections. Here's Vermont Democratic. Senator Peter Welch. >> The Iranian regime is an ideological. regime. They'll punish their people and. they'll let their people suffer.

indefinitely. But what's happening in. the real world in Vermont uh and around. the country, gas prices are up. >> Oh, recall Harris. This time last year, there were 20 Israeli hostages still. being held inside Gaza. A month later, they were freed. Post boiling it down to this headline. Iran will be top of mind at the United. Nations and Trump has a chance to strike. a deal. That's the headline. Ambassador. Um, you were saying moments ago. with me that it always matters when. President Trump shows up at the UN. Why? >> Well, it it's obvious that people are. looking because of President Trump. He.

speaks bluntly. He knows what he wants. He is a man of action. He takes action. He gets results. That's what this is. about. Now, the UN is also about. diplomacy. So, he wants diplomacy to. work first. It's clear he leads the. strongest and most powerful country in. human history. and he still believes in. the conversation between people even as. we argue about AI and everything else in. the modern age. So it matters because he. is the person who delivers what the. world needs that no he knows how to do.

it. He's got the backup. If diplomacy. does not work, he will do whatever is. possible, whatever is necessary to. protect this country. >> So when you heard him say this weekend. and the whole world heard it, right, he's in decision mode. What does that. mean to you in terms of of Iran? I I saw. that there were between 50 and 60 people. who were here from Iran, the Iranian. delegation. >> Yes, of course. Now look, uh, I'm not I. don't know what the president is. thinking. I'm not going to get ahead of. him and the nature of how he makes his. decisions. He's the president because.

because we trust him. He has all the. information in the world. What it tells. you, and this is the first thing it. tells you, is he tells us what he's. doing, right? He is he's transparent. We. know what he's going through. We see. what those decisions eventually are. That's what a president does. That's. what a leadership a leader does. in the. midst though of entities like. multilateral organizations the UN uh. he's here because he wants that to uh. survive it matters in the international. scene the success of his ideas that will.

help the world uh thrive as well so when. it comes to decision-m clearly he is he. wants diplomacy to work we have used. kinetic energy we have the best military. in human history so he has all of that. at his disposal but he wants. conversations to work he wants to end. this for the sake of the Iranian people, but first for the American people. >> All right. Uh we haven't talked yet. about the other war that's going on. right now. It's Russia and Ukraine. And.

that will also no doubt be a big topic. at the general assembly this week and. the president will be meeting with the. Ukrainian president Zalinski. Over the. weekend, Ukraine launched a successful. attack, launching more than 1,000 drones. into Russia. And those drones hit. targets, hundreds of them, including a. Moscow oil refinery. Moscow's mayor. called it the largest drone attack on. the capital since the start of the 4 and. a halfyear war and officials say Russia. retaliated with its own drone attack in. southern Ukraine yesterday. Here's the. president last week on Zalinski.

>> He has to stop knocking out diesel fuel. in Russia. Let him go after targets but. not diesel fuel because he's causing a. shortage of diesel fuel. This isn't done. by the Middle East. This is done by. what's happening with Russia and. Ukraine. So we spoke to Mr. Zilinski. about it. There are plenty of other. targets. Don't hit diesel fuel because. that's hurting that's hurting the world. >> So that message is for whom? >> Well, you know, I think it's it's for. both. But clearly Ukraine is doing uh.

much better than certainly Russia ever. thought? They probably thought it was. going to be a few weeks. It's now been. years. Uh but I think this is where the. president having communications with. everyone in the world, all leaders, makes a difference of being able to tell. these individuals uh whether it's. Ukraine or Russia, what the damage is to. the rest of the world, how it is. unacceptable and how it has to stop. This clearly is a war that never should. have happened and would not have. happened uh if the president had been in. charge when this emerged. Uh but now he.

has a chance. >> Biden, >> uh we we we did and uh so now we're. still dealing with the aftermath of. that. That's when the American people. saw really firsthand that the individual. person in the White House matters when. it comes to what other world leaders are. willing to do. So, President Trump here. now at ANGA uh where the one place in. the world where everyone comes together. has a chance to tell whether it is. President Zinski or Putin about what is. acceptable, how this has to end. Uh and.

we know the president is determined and. without fail he has succeeded. He will. succeed here. Uh, and the American. people will feel the difference. >> Ambassador Bruce, I have to ask you this. question. There is so much going on. I I. know you can't take me inside of. everything, but you've got all of this. happening simultaneously. The president. meets with New York City's socialist. mayor, Zoran Manni, who's taking some. heat now for his tax policy, so on and. so forth. Uh, there's a lot going on in. the city that the president loves. And. then later this week, you have the.

president of China, Xi Jinping, coming. to the White House. Yes. Well, first of. all, there's another thing added into. that. Uh the president and the first. lady are a team. She has an event also. in New York tomorrow for about fostering. the future her uh her project uh. regarding of course the children. involving the first ladies of other. delegations. Uh so this is a team that. will do everything that is interested in. the quality of life for everyone. It is. a a policy that of course the American.

people deserve. We've always deserved. it. But it's President Trump who sees. all of these dynamics. As a New Yorker, he loves the city. He loves the UN, as a. diplomat, and just as an American man. who cares about his family as well and. everyone else's. All of these pieces. come together. Of course, we've seen how. socialism, it's not like a new idea and. has been untried. It's been tried and it. destroys lives and countries and he. cares too much about New York City, a. great American city to just abandon it.

getting. Thank goodness we are a. generation that can see past these. decades old problems because we deserve. better. When America deserves America. does well, as the president has said, the world does well.
